In 1983, he graduated from Oriental Studies Department of the Yerevan State University. Till 1991, he worked in the Historical Institute within RA Academy of Sciences.
1991-1993 – Assistant of the RA President
1993-1995 – Charge dAffaires of Armenia in France
1995-1998 - Ambassador Extraordinary and Plenipotentiary of Armenia in Argentina (at the same time, in Uriguay and Brazil, too)
1998-2003 – Executive Director of «Hayastan» All-Armenian Fund
2006-2008 - Ambassador Extraordinary and Plenipotentiary of Armenia in Lebanon
Ter-Ghevondyan has diplomatic rank of the Ambassador Extraordinary and Plenipotentiary. He knows Russian, English, French, Spanish, and Arabic.

UNESCO Chair on Human Rights and Democracy of Yerevan State Linguistic University after V.Brusov functions from September 1, 2001. In 2007 it was renamed into UNESCO Chair on Human Rights, Democracy and European Studies.

At present the Chair implements its educational activities in the fields of Human Rights, Democracy and European Studies at three Departments of the University: Department of Russian language and literature, Department of linguistics and Inter-cultural Communication and Department of Foreign Languages. For effective implementation of teaching process the Chair has developed the courses of Human Rights and Basics of Civic Education.

As a part of the Department of Linguistics and Inter-cultural communication for Political Science specialization the Chair is also organizes the teaching of several political science disciplines. Among them are:

Under the auspices of the Chair, Academical-practical center "International Journalism" has been functioning since 2004. It was established by Yerevan Media Club with support of Open Society Institute, and offered the specialization of journalism within the YSLU attracting the best specialists and experts in the filed of journalism of the RA to share their experience and knowledge with the students. The center organizes the following disciplines:

Anahit Parzyan is a new coordinator of the Internation Journalism starting April 2009.

On February 22, 2006 the Chair held a round table on the theme "The European Prospects of Armenia".

On October 12-13, 2005 the Chair held an international conference "Genocide: history, responsibility and perspectives".

On April 12, 2005 YSLU in the cooperation with Berlin Humboldt University organized an international workshop "Identity politics of Armenia. “Doing research in ethnological and historical perspectives”.

On November 14-16, 2001 (with the support of UNESCO) the Chair held the Third International Conference of Pedagogical Universities Network of South Caucasus Region.

In cooperation with OSCE film shows (Freedom of Speech, Women Rights and others) were organized at the Chair. The films were followed by workshops.

Each year the Chair calls meetings, round tables, workshops and international conferences on various issues of Political Science and Human Rights. At the same time syllabi and methodological course guides have been developed by the Chair staff.

A series of meetings with Political Scientists, Human Rights experts as well as representatives of international organizations have been held for the students.

Under the auspices of the Chair, "Club of Young Political Scientists (CYPS)" was established by the students.

The Chair organizes annual "Human Rights School" , where students from different universities are involved. The Chair cooperates with several national and international organizations.

On January 20-21 2007 YSLU, UNESCO Chair and the CYPS together with the Efficiency Policy Foundation organized a workshop on “Public Opinion: Causes and Effects” The meeting was held at YSLU rest house on Tsaghkadzor. On the second day it was followed by a roundtable. Nearly 40 students of the YSLU took an active part in the discussions, asked a lot of questions to the reporters, and expressed their opinions on the topic.

On April 4-5 2007 an international conference “Education-Human Rights- Society: “The Main Problems and Prospects” took place at YSLU. It was organized by UNESCO Chair of Human Rights with the support of United Nations of Armenia. Participants discussed the issues of contemporary education, civic education and also the issue of integration into European values through intercultural communication and education. Particular importance was allocated to the issues concerning the rights of education, as their perception has been a determinative factor in learning process. The conference found wide range of publicity through Mass Media, particularly HH2, ArmNews, Kentron TV Stations and “Hayastani Hanrapetutyun” (the Republic of Armenia) daily newspaper.

On October 25, 2007, under the auspices of UN Department in Armenia, YSLU UNESCO Chair organized series of lectures on “Human Rights in Modern Society” .. The Participants were awarded with certificates and were given special books from the UN Arm dep. library at the end of the lectures.

By the initiative of the Chair, Political Science students participate in workshops at different universities and make paper presentations. The students also take part in many interesting international and respective debates and conferences organized by such respective organizations as UNDPI, British Embassy, Analytical Center on Globalization and Regional Cooperation (ACGRC).

November 21, 2007 students of the YSLU and the participants of HR School took part in an international conference titled “Experiences of the European Integration of Poland and lessons for South Caucasian countries” organized by (ACGRC). Keynote speakers included Urszula Doroszewska, Deputy Director, Ministry of Foreign Affairs, Chancellery of the President of the Republic of Poland, Armen Ashotyan, Deputy, and National Assembly of the Republic of Armenia. The students took an active part in the discussions, addressed interesting and important questions to the reporters, expressed their points of view on the discussed issues.

The lecturers of the Chair take part in various international conferences, scientific seminars.

From time to time different debates are held at the Chair, where both YSLU students and students from other universities, as well as the representatives of youth non-governmental organizations can take part.

Under the Chair the section of Area Studies is functioning. It was established in 1999 and specializes in History, Culture, Political System of the target countries: UK, USA, Germany, France, Italy, Russia, as well as in the Principal issues of Armenian History, National and World Culture, History of Religion. In 2007 it was merged with UNESCO Chair of Human Rights and Democracy and now functions under the supervision of the Chair. The main coordinator of the center of Area Studies is Ruben Gevorgyan ass. professor, senior lecturer.

The Chair organizes the students’ internship at such respectable institutions like The Ministry of Foreign Affairs of RA, National Assembly, Constitutional Court, AACR and OSCE and in other international organizations. After graduating from the university the best students stay and work at the above mentioned organizations.

In 2004 the center of “International Tourism” was established at the “Area Studies” department of the Linguistic and Intercultural Communication faculty. The efficient and skillful specialists share their knowledge and experience on to our students preparing good specialists able to carve the future of our country. The center organizes study of the following disciplines:

In addition, the Chair organizes annual panels and conferences on regional and international issues like ethnic conflicts in the Caucasus, American, British, French, German culture, political and educational systems, media and television, civil society etc. The most successful papers are published annually.

The objectives of the Area Studies center are to offer high quality programs in the field of Area Studies at undergraduate and postgraduate levels; to initiate and foster ties with world` s academic institutions at staff and student level; to evaluate the teaching of Armenian History, to expand and conduct the university’s research in Area-Studies-related issues.
